Dragon Oil, a wholly-owned subsidiary of the Emirates National Oil Company (ENOC), has taken a significant step in expanding its international partnerships by signing a Memorandum of Understanding (MoU) with Azerbaijan’s state-owned oil giant SOCAR and its trading division, SOCAR Trading. The agreement, finalized at the Abu Dhabi International Petroleum Exhibition & Conference (ADIPEC 2025), brings together top executives from both organizations, including Dragon Oil CEO Abdulkarim Ahmed Al Mazmi and SOCAR President Rovshan Najaf, alongside ENOC Group Chairman Saeed Mohammed Al Tayer.

The MoU is designed to foster collaboration across multiple areas of the oil and gas value chain, including exploration, production, development, and marketing. It also sets the stage for future joint initiatives, particularly in the Caspian Sea region, which has been highlighted by both companies as a strategically promising area. While the MoU does not entail immediate financial commitments or specific project executions, it signals strong intent to strengthen operational synergies and knowledge sharing between the two energy firms.

Industry analysts view this move as a strategic alignment that could enhance Dragon Oil’s access to key Caspian assets and support SOCAR’s efforts to expand its international footprint. The partnership also underscores the growing energy cooperation between the UAE and Azerbaijan, reflecting broader economic and investment ties between the two nations. With global energy markets facing evolving demand patterns and geopolitical challenges, such collaborations are increasingly seen as vital for securing long-term growth and competitiveness in the sector.

Dragon Oil’s CEO, Abdulkarim Ahmed Al Mazmi, commented, “The MoU with SOCAR reflects our shared vision towards developing quality projects in exploration, production, and marketing, while exploring new cooperation opportunities in the Caspian Sea region, which remains one of the most promising areas in the oil and gas sector.” SOCAR’s leadership echoed similar optimism, emphasizing the potential of this partnership to drive regional development and mutually beneficial outcomes for both companies.
